When tethering is enabled, all packet communications will apply to "communications made via connection to a PC or other external device" even if your smartphone is not connected to an external device. Be sure to disable tethering as soon as you end communications when connected to an external device.

Packet communications when using tethering with a Xi "crossy" subscription will not result in additional charges if you are subscribed to a packet flat-rate service or data plan. Tethering can be used at the maximum monthly charge of the packet flat-rate service and data plan that you are subscribed to.
Packet communications when using tethering with a FOMA subscription will be billed at the maximum monthly charge for "communications made via connection to an external device" if you are subscribed to a FOMA packet flat-rate service (such as Pake-hodai FLAT).
